If you have an A/V personality card on a Beige G3, then RCA video out does work in Panther. I have confirmed this with 832×624(NTSC) as the maximum resolution. It has a few caveats, as noted in OpenDarwin BugZilla. Another has confirmed that video-out works in Tiger as well, as noted in the XPostFacto Forum.
As far as I know, video-in will not work in any version of OS X until drivers are written.
To get it video-out to work, you first need to hook up the RCA (or s-video) out ports on the Beige G3 to the RCA in ports on the TV or VCR or whatever, then turn your Mac on. To get video to display properly, I had to connect the the Mac’s VNC server and change the screen resolution to a setting that had NTSC next to it. The maximum resolution is 832×624(NTSC) as shown in the screenshot below.
